About us

We hold the City of Toronto accountable to the people it serves — you. We do this by investigating complaints about the City of Toronto from members of the public who believe they have been treated unfairly or received unfair service from the City or one of its agencies, boards, or corporations. We also investigate larger, systemic concerns of serious unfairness by the City government without a complaint.

On issues big and small, our work impacts the daily lives of people in Toronto and improves the City government for us all.

Our services are independent, confidential, free, and for everyone.
