Ways to Complain
You can submit your complaint to Ombudsman Toronto by phone, mail, fax, email, or in person, or through our online complaint form.

Our office is open to the public Monday to Friday from 9:30 a.m. to 4:30 p.m., or by arrangement at other times. We are closed from 12:30 p.m. to 1:30 p.m. daily.
If you plan to come to our office to make or discuss a complaint, please consider calling us first to make an appointment, so that we can be sure to have someone immediately available to meet with you.
If English is not your first language, we have access to basic translation services that can help us serve you in more than 100 languages.
If you do not have a computer and want to make an online complaint, we encourage you to use a free computer at one of the Toronto Public Library’s 99 branches.
Your complaint should include:
- why you are dissatisfied
- when the issue(s) occurred
- who was involved
- what was said or done
- your desired outcome
- your contact information, including a telephone number if you have one
