Ombudsman Toronto is an Office of last resort. This means that you must first go through the City's internal complaint process for the division, agency or corporation before we can assist you. If you cannot find the contact information you are looking for, please contact 311.

We oversee all City divisions, and many City agencies and corporations. This is called our jurisdiction. Please take a moment to see if we can handle your complaint by checking to see if it is within our jurisdiction. If you are still unsure, contact us.

What We Don't Do


Ombudsman Toronto does not investigate every complaint within its jurisdiction. We do not consider issues before the Courts. We do not oversee Councillor conduct or Lobbyist conduct.
